Image Resizers are specialized tools which simplify the task
of resizing multiple images to pre-set or custom resolutions.
Whether it's to reduce the size of digital camera images so the pictures
can be sent via email or adjusting the size of an image to fit within the
availabe space on a web page or in a document, just about everyone has had
the need to resize images - usually multiple images at a time.

Microsoft PowerToy Image Resizer
This extremely simple-to-use tool integrates into the Windows Explorer.
Simply select the images to be resized, then use the right mouse context
menu to select new image size. A new set of resized images will be placed
in the same folders as the original images. The original images are not
modified.

These are the minimum features that I expect from an image resizer. Each of
the candidate programs will be ranked against how well they implement these
